The inflation was down from 4.5% in October, helped by easing price pressure in energy and in the services sector. Food prices rose 7.6% in November, versus 7.8% in October while the increase in energy prices slowed to 3.1% after seeing an increase of 5.2% last month. Month-on-month, prices declined by 0.2% as falling transportation and energy prices offset a month-on-month rise of food prices, especially fresh produce. Interior Minister Annelies Verlinden said earlier the wounded man was suspected of being the gunman. The suspected gunman, calling himself Abdesalem Al Guilani, claimed in a video on social media that he was a fighter for Allah. According to a media transcript of the video message recorded by the self-declared perpetrator, he said he had killed Swedes to take revenge in the name of Muslims.

France, which widened its heatwave red alert in the south of the country, said it would scale back production at a nuclear power plant as high temperatures curbed cooling water supply. The strait, linking the Aegean Sea and the Black Sea, is a major shipping route for commodities such as oil and grains. It said some areas of southern France would experience temperatures of 42 degree Celsius (108 degrees Fahrenheit). The authorities widened a heatwave red alert for the south of the country, while officials urged some mountain climbers to postpone their activities and told grape pickers to work in the morning to avoid the extreme heat. WINTZENHEIM, France, Aug 9 (Reuters) - Eleven people died in a fire that tore through a holiday home for disabled people in eastern France in the early hours of Wednesday, officials said. A neighbour, Nathalie, told BFM TV that she heard people scream and saw huge clouds of smoke from her window. "Everything happened very quickly," an unnamed witness told France 3 TV. PARIS, Aug 1 (Reuters) - France plans to evacuate hundreds of French and European citizens from Niger over the next 24 hours, its foreign minister said on Tuesday, days after a junta seized power in the west African country. She estimated that hundreds of French citizens and hundreds of citizens from other EU countries wanted to be evacuated. The United States, Germany, and Italy have troops in Niger on counter-insurgency and training missions. Colonna said France had talked with authorities in Niger to make sure the evacuation could proceed safely. A spokesperson for the EU Commission said EU utilities had sufficient inventories of natural uranium to mitigate any short-term supply risks.
